Fake Grass

 

In 2018 Colin Evans organised expenditure of $18,823.64 for installation of artificial grass without the approval of the body corporate. 

This installation was contrary to the approved AGM motion to install tiling around the pool area. Colin Evans made a unilateral decision to install artificial grass, contrary to the vote by the body corporate and without body corporate approval. Competitive quotes were not sourced.

This expenditure is shown in the STATEMENT OF INCOME AND EXPENDITURE FOR THE PERIOD 1 JANUARY 2018 TO 24 OCTOBER 2018. 
 
Installation of artificial grass was not voted on by the body corporate and expenditure from body corporate funds was not approved.

The artificial grass was not an option put forward to the body corporate at the time because of the negative impact it would have on the concrete cancer already at the site. Artificial grass enables moisture retention and further adds to the concrete cancer issues.

The job was not professionally done and no membrane was installed under the artificial grass. The issues were highlighted at the time by committee member Tom MacMahon as per the below emails.

The new umbrellas will hopefully arrive this week. The 4 brackets that hold the umbrellas down were removed by Glen while he laid the fake grass. They are each bolted to the pool deck by 3 stainless steel loxin.
Glen put the brackets back but now 3 are held by only one bolt and the fourth has 2 bolts. We can’t use the umbrellas until the brackets are properly attached.
I checked one bracket and a big lump of liquid nails is stopping it from going down over the bolts.
In one of your emails you mention that Glen did the waterproofing for free. That’s as it should be as no waterproofing was done.
An invoice from Glen for ‘membrane paint’ was approved and paid on the second of March. The amount was $2800.00.
That is curious because no membrane paint was used, or applied, by Glen.
I borrowed a ladder and inspected the roof outside the building foyer and confirmed that there was a fairly large area of bubbling paint.
It was evident from our unit on the 9th floor. The problem is that there were holes in the paint and the area underneath was full of water.
Apart from all that the fake grass was very unprofessionally laid. I don’t have contacts up here but i suggest that the grass installation be inspected by an independent expert and a report be done.
Can anyone suggest how we locate someone to do the job.
Our job as a committee is to protect the value of the building for the majority of owners and also to spend their money wisely.
Obviously it is also in the interests of the majority that the building manager never gains control again.

At last committee meeting an owner asked if podium roof could be painted as it did look untidy to which we generally agreed. I never asked Glenn to fully waterproof which would no doubt have cost much more. I have suggested in the past applying the waterproofing and spreading coloured gravel to give an appearance to units directly above. Bubbling will continue until the top is waterproofed.
The claim that the grass was "unprofessionally laid" is an opinion not shared by everyone. I asked Wayne to inspect the job this morning and he is happy with the job subject to replacing anchor bolts. Glenn rang yesterday chasing monies owed unless body corp can identify faults, Glenn needs to be paid. Three of us stood on footpath and gave Glenn the job being lay grass to pool area. 
The waterproofing was an on/off decision and Glenn suggested an inexpensive option. He is prepared to put aluminum edging around pool if requested but it could pose a trip hazard.

I am so disappointed with the way you are handling this that i am considering resigning from the committee.
The anchor bolts, as i said, are stainless steel. They had not rusted. The word ‘membrane’ was certainly used loosely as none was ever applied.
You told me you had inspected the podium roof and there was no bubbling. I don’t imagine you are lying when you repeat all these things but it is high time you stopped believing everything Glen tells you.
If the membrane roof had been done properly it would have saved wasting the money spent so far.I know from experience that doing it properly would have been inexpensive.
The work was unprofessionally done.
If you believe all the bullshit that Glen tells you pay me the courtesy, as a committee member, of having Glens work professionally assessed.
